Project: Dragon Mountain Fuel Management Project (DM003) – Manual Fuel Treatment and Pile Burning

Three Rivers Community Forest (TRCF) is requesting competitive bids from qualified contractors to complete manual fuel treatment and pile burning activities associated with the Dragon Mountain Fuel Management Project located near Quesnel, British Columbia.

Scope of Work

The work generally consists of manual fuel treatment, pruning, piling, and pile burning activities within approximately 71.3 hectares of designated treatment units associated with the Dragon Mountain Fuel Management Project (DM003). Contractors are responsible for supplying all labour, supervision, equipment, tools, transportation, safety equipment, and incidentals necessary to complete the work in accordance with the contract requirements.

Contract Opportunity – Harvest of Cutting Permit CP002 (Dragon Mountain)

 

The Three Rivers Community Forest is moving ahead with the harvest of Cutting Permit CP002 under the K3W licence, located east of Kersley near Dragon Mountain. Logging contractors are invited to submit a bid for this work.

The project utilizes a combination of patch-cut and regenerative harvest systems. Work will include prescribed road construction, designated skid trails, concurrent rehabilitation, and wildlife tree retention that maintains important ecological structures, provides habitat continuity, and preserves the visual character of the forest, followed by full deactivation upon completion of logging and initial silviculture treatments.

Priority consideration will be given to contractors who align with the values and principles of the Three Rivers Community Forest. This includes appropriate equipment and demonstrated operational experience, local participation and community benefit, and a strong commitment to safety with an active SAFE Certification or equivalent.

Public Announcement – Three Rivers Community Forest

 

The Dragon Mountain Fuel Break has now been fully planned and laid out, with treatments scheduled to begin along the 5600 Road in fall 2025 through winter 2026. This project is a critical investment in wildfire risk reduction, designed to modify forest fuel loads, create strategic access for suppression crews, and strengthen protection for surrounding communities and values. Cutting permit development for the area is already underway to ensure timely implementation.

Consus Management Ltd. is pleased to announce its appointment as the new management team for the Three Rivers Community Forest (TRCF). With a strong track record in sustainable resource management, Consus is committed to ensuring the forest continues to provide economic, environmental, and social benefits to the region.

Effective forest management extends beyond timber harvesting. It requires a balanced approach that integrates sustainability, biodiversity conservation, economic development, and collaboration with local communities and First Nations. Consus Management is dedicated to meeting these responsibilities by applying best practices, ensuring compliance with regulatory commitments, and fostering meaningful engagement with stakeholders.

Leading this initiative are Nicholas Pickles and Allie Affleck, who bring decades of combined experience in forestry operations, regulatory oversight, and project management. Nicholas has worked extensively in silviculture, full-phase timber development, and stakeholder engagement, with a strong background in project management and leadership. Allie, a Registered Professional Forester, specializes in landscape planning, wildfire risk reduction, and forestry compliance. Together, they will oversee the planning, operations, and strategic direction of the TRCF.

The Three Rivers Community Forest aims to support local employment, ensuring responsible forest stewardship, and creating opportunities for future growth. The management team will work closely with First Nations, local governments, industry partners, and community members to ensure the long-term sustainability and success of the forest.

TRCF Secures Funding for Dragon Mountain Fuel Management Project

The Three Rivers Community Forest (TRCF), on behalf of its shareholders—Lhtako Dene Nation, ʔEsdilagh First Nation, Nazko First Nation, and the City of Quesnel is pleased to announce it has secured funding from the Forest Enhancement Society of BC (FESBC) for a Fuel Management Project on Dragon Mountain.

The project enhances landscape-level fuel management by connecting to existing treatments, aiming to protect critical communication infrastructure—namely the radio and cell towers vital to Quesnel and surrounding areas during emergencies.

This initiative was made possible with support from BC Wildfire Service, Sheldon Clare MLA, Quesnel Natural Resource District, and BC Parks. Their collaboration has been key to moving the project forward.

Strategically aligned with the Quesnel Community Wildfire Protection Plan, this treatment will support wildfire risk reduction by creating a continuous fuel break around infrastructure and addressing identified high-risk terrain and fuel conditions.

Planned treatments include selective thinning, pruning, controlled burning, chipping, and the creation of fuel breaks and improved access routes to support emergency response and ongoing management efforts. These measures contribute to a broader landscape-level wildfire mitigation strategy.

TRCF remains committed to ongoing engagement with stakeholders and is proud to support wildfire resilience and forest health in the Quesnel area through this collaborative and proactive initiative.
